هناك شركه جديده في البتروكيميائيات في السعوديه اسمها شركة (تطوير) وهي شركه كبيره جدا تعادل تقريبا حجم سابك في بدايتها وستبدأ انشاء مشاريعها قريبا وهي مشاريع ضخمه تبلغ كلفتها اكثر من 12 مليار ريال ... موقع الشركه في الجبيل وستكون مملوكه للقطاع الخاص بالكامل ..

اتفاقية استشارة لمشروعين بمبلغ 3.5 بليون دولار امريكي بين المؤسسة وشركة تطوير وإدارة المشاريع الصناعية


تم يوم أمس توقيع اتفاقية بين شركة تطوير وإدارة المشاريع الصناعية المحدودة (PMD) ومقرها مدينة الجبيل الصناعية والمؤسسة العربية المصرفية بالبحرين (ABC) تقوم بموجبها المؤسسة العربية المصرفية بدور المستشار لمشروعي الأوليفينات والأمينات التي تعتزم الشركة إنشائهما بمدينة الجبيل الصناعية.

وقد تم اختيار ال(ABC) كمستشار للمشروعين من بين عدة عروض تقدمت بها مؤسسات وشركات مالية عالمية واقليمية.

وحضر مراسم توقيع الاتفاقية فريقان من الادارة العليا برئاسة كل من السيد ماجد الاحمدي، الرئيس والعضو المنتدب لشركة تطوير وادارة المشاريع الصناعية المحدودة والسيد عبدالمجيد بريش، نائب الرئيس التنفيذي للمؤسسة العربية المصرفية.

وكما أعلن سابقاً تقوم شركة تطوير وإدارة المشاريع الصناعية المحدودة بالعمل لإنشاء مجمعين بتروكيماويين ضخمين بمدينة الجبيل الصناعية تقدر تكلفتهما الإجمالية بثلاثة عشر مليار ريال سعودي ويستوعب المجمعان أكثر من ألف وخمسمائة موظف. ويخطط أن تنتج وحدات المشروعين ثلاثة ملايين طن من المواد البتروكيميائية تشمل التالي: البولي إيثلين، البولي بروبيلين، الايثيلين جلايكول، البنزين العطري والفينولات، الميثيل أمين ومشتقاته، الإيثانول أمين، الإيثوكسيلات.

هذا وقد تم تخصيص المواد الخام الرئيسية مثل خليط البيوتان والميثانول والأمونيا من شركتي أرامكو السعودية وسابك. كما تم تخصيص قطعة ارض لمشروع الأمينات ومشتقاتها بمنطقة الصناعات الأساسية من قبل الهيئة الملكية بالجبيل و تمّ تقديم طلب آخر للهيئة للحصول على قطعة ارض أخرى لمشروع الأوليفينات.

وفي نفس الإطار سبق أن وقعت شركة تطوير وإدارة المشاريع الصناعية المحدودة مذكرة تفاهم مع شركة ليندى الألمانية (Linde) للقيام بدور المستشار الفني للمشاريع ومنها تحديد الملامح النهائية لكل مشروع، وإعداد دراسة الجدوى الاقتصادية التفصيلية التي سيتم تقديمها لمؤسسات التمويل، والتنسيق مع مزودي التقنية ومسوقي المنتجات. وستبدأ أعمال الإنشاء بإذن الله في بداية العام 2005م ويتوقع الانتهاء من الأعمال الإنشائية بنهاية العام 2007م.

وتعتبر المؤسسة العربية المصرفية مؤسسة إقليمية رائدة ذات شبكة دولية استراتيجية تأسست عام 1980 واتخذت البحرين مقرا رئيسا لها. ويبلغ رأسمال المؤسسة 1.8 بليون دولار أمريكي ولها فروع ومكاتب تمثيلية وشركات تابعة وزميلة في أكثر من ثلاثين دولة في العالم، بما فيها أهم المراكز المالية الدولية. وتشمل خدمات المؤسسة العربية المصرفية تمويل الشركات والمشاريع، الاستشارات المالية، الاسواق المالية، العمليات التجارية، الخزانة، المنتجات الإسلامية مثل المرابحة، والمضاربة، والمشاركة، وبيع السلم، والإجارة والاستصناع وسندات المقارضة (الصكوك). كما تشمل خدماتها الاستشارات المالية وضمان الاكتتاب وترتيب التسهيلات الائتمانية وقروض التجمعات البنكية.

وتعتبر شركة تطوير وإدارة المشاريع الصناعية المحدودة ومقرها مدينة الجبيل الصناعية من الشركات الرائدة في مجال تطوير الصناعات البتروكيماوية في المملكة العربية السعودية بهدف توسيع القاعدة الصناعية وتنويع مصادر الدخل القومي وإيجاد فرص عمل للمواطنين ونقل تقنيات حديثة. ويملك الشركة رجال أعمال ومهندسون سعوديون ذوو خبرة في هذا المجال.

Foster Wheeler Energy Limited www.fwc.com subsidiary of Foster Wheeler Ltd, www.fwc.com has been appointed as a technical consultant to a US$3,500,000,000 major petrochemical complex planned by Saudi Arabia's Project Management & Development Co Ltd. The project will consist of an ethane/butane cracker producing ethylene, propylene and benzene feedstocks for downstream petrochemical units within the PMD cracker complex. The cracker will produce 1.35m tons a year of ethylene. When fully operational, it will produce 2.7 million tons a year. The plant is planned for start-up in 2008 and is located in Al-Jubail, Saudi Arabia. Foster Wheeler is currently conducting an intensive and comprehensive study to provide PMD with capital and operating cost estimates for the planned complex. Once this study is complete, we plan to continue our association with Project Management & Development Co Ltd based on our extensive project management skills developed on numerous petrochemical developments worldwide.

Saudi Arabia's Project Management & Development (PMD) is to combine its ethylene oxide (EO) and derivatives project with its 1.35m tonne/year cracker project to save costs, according to Majed Al-Ahmadi, the company's president and chief executive officer.

PMD has also decided to crack ethane in addition to butane as feedstock -- again for cost-efficiency reasons.

The planned units will be built in Al-Jubail, Saudi Arabia, and the combined project will result in cost savings of $100m (Euro85.9m) from sharing of common facilities, Al-Ahmadi said. The project will now cost $3.5bn, including a metathesis unit, compared with the previous $3.6bn.

PMD is now targeting bringing the integrated project onstream in early 2008. The EO and derivatives project was originally due to start up in the second half of 2006, while the cracker project was scheduled for startup at end-2007.

Al-Ahmadi declined to reveal how much butane and ethane would be used as feedstock. However, he said that more than 50% would be butane. The butane will be a mixture of isobutane and normal butane.

PMD is attempting to persuade a foreign investor to take a 50% stake in the integrated project.

Al-Ahmadi revealed that talks are under way with major foreign companies and that the target is to find a partner by early next year. PMD has already attracted six local investors for the integrated project, some of which were its partners for the EO and derivatives and cracker projects when they were planned separately.

PMD wants to attract 10-15 local and regional investors in order to form a new company in mid-2004. The company would then establish a joint venture with the foreign investor.

PMD has appointed Foster Wheeler as the technical adviser, which will determine the project's capital expenditure and select licensors. Foster Wheeler was chosen after a lapse in a Memorandum of Understanding (MoU) signed between PMD and Linde. The MoU expired in May and was not renewed.

The company has selected Clifford Chance as the legal adviser for the project and Arab Banking Corp as the financial adviser. CMAI has been appointed the marketing consultant.

A project-management consultant will be chosen after a joint venture with the foreign investor has been completed next year.

Project Management & Development (PMD) expects to announce the foreign partners for its 1.35m tonne/year cracker complex in Al-Jubail, Saudi Arabia, in March or April, according to a company official.

The official declined to be drawn on whether it would select one or more foreign partners, saying there were many options available.

PMD has so far attracted six local investors for the project and is aiming to invite another 10-15 local and regional investors later this month. PMD will form a company with these investors, and then establish a joint venture with the foreign investors.

PMD plans to choose a project-management consultant once the selection of the foreign investors has been completed.

The planned cracker complex, which will use ethane and butane as feedstocks, will produce 660 000 tonne/year of propylene, 540 000 tonne/year of polypropylene (PP), 530 000 tonne/year of ethylene oxide (EO), 475 000 tonne/year of monoethylene glycol (MEG), 970 000 tonne/year of polyethylene (PE) and 300 000 tonne/year of bisphenol A (BPA).

The company is considering building a metathesis unit, which would mean the propylene capacity could be higher than 660 000 tonne/year.

Other capacities include 100 000 tonne/year of ethanolamines, 50 000 tonne/year of methylamine, 50 000 tonne/year of di-methyl formamide, 15 000 tonne/year of choline chloride, 20 000 tonne/year of methyl diethanol amine and di-methyl ethanolamine and 85 000 tonne/year of ethoxylates.

PMD’s cracker complex would consist of two polyethylene (PE) plants, each of 450 000 tonne/year, two polypropylene (PP) plants of 300 000 tonne/year each, one monoethylene glycol (MEG) plant of 600 000 tonne/year and a phenolic chain which would produce a total of 240 000 tonne/year of bisphenol-A from two plants.

PMD aims to bring the cracker complex onstream by the end of 2007. If the feedstock issue can be resolved, the company plans to commission the methanol project at the same time.

The PMD official said the cracker and methanol projects were not linked to its earlier announced ethylene oxide (EO) and derivatives complex, also in Al-Jubail. PMD plans to source ethylene from Sabic for the EO complex, which is due onstream in mid-2006, until its own cracker starts up.

The company would partner with different local investors for the cracker, methanol and EO/derivatives projects.

The official said the company hoped to seek foreign partners for their technical and management expertise.
